Problem with Python 3.5.3(64bit) and installing scipy

Good day

I am busy going through the tutorial of Practical Machine Learning Tutorial with Python Introduction, and while trying to install scipy  using "pip install scipy" i am getting the following error

Can anyone tell me what i am doing wrong?

On windows, installing these modules can sometimes be a challenge. One option is to download the .whl from here: http://www.lfd.uci.edu/~gohlke/pythonlibs/#scipy

You download the .whl, then use pip to install that .whl instead.
